Dear Sir or Madam:

In Reference 1, Vermont Yankee Nuclear Power Station (VY) made a commitment to periodically review the interfaces with the operator of the Vernon Hydro Station (VHS), located adjacent to Vermont Yankee and credited as our Alternate AC (AAC) power source for Station Blackout (SBO) Rule compliance. The following summarizes a change to a VY commitment made in Reference 1.

The commitment in Reference 1 states:

"Entergy has established administrative controls to assure performance of a once per operating cycle tabletop review of the procedures that complete the actions to repower a VYNPS 4KV bus from the VHS. Pursuant to discussions with co-host REMVEC, a system-wide annual tabletop review will take place in October 2005. During this meeting Entergy will lead a tabletop review of all actions required to support restoration of 4KV AC to VYNPS. This review will review the interfaces with the operator of VHS and the regional grid operator to verify that roles and responsibilities and timelines are understood and that there have been no changes that would impact the assumption in the VYNPS SBO coping strategy. Entergy will also provide the participants with f

BVY 13-099 / page 2 of 2 additional insights regarding offsite power issues for nuclear power stations including plant response to and consequences of a SBO."

The VHS tie line was the credited AAC source for VY compliance with 10 CFR 50.63 (Station Blackout Rule) at the time this commitment was created.

By License Amendment No. 258 (Reference 2) the NRC approved a change to the VY licensing basis Which credits the new Station Blackout Diesel Generator as the AAC source for compliance with the SBO Rule. This is an on-site generator fully within the control of plant personnel and not reliant upon an off-site tie line to the nearby hydro station, its switchyard or the associated ties to the area power grid.

This commitment is being cancelled as the VHS tie line is no longer relied upon as the AAC power source credited for compliance with 10 CFR 50.63 at VY. Thus, periodic coordination meetings with the hydro station operator and electrical grid personnel is no longer necessary for this function as it now resides with an on-site source.

This letter serves to update the docket relative to our cancellation of a prior commitment. No NRC action is requested on this issue.

This commitment change was evaluated in accordance with the VY procedure for implementing the industry guidance contained in Reference 3 and determined to not impact nuclear safety.
