System for the cooling tower, condensate and HRSG.

2.0 DESIGN CRITERIA 2.1 Per the Scope of Facilities Section 3.8.3 (Reference 4.3)

The cooling tower Chemical Addition System shall provide treatment of the circulating water to control deposition, corrosion, and biofouling in the condenser, heat exchangers, cooling tower, and associated piping 2.2 Per the Nalco cooling tower treatment recommendations for Citrus County (Reference 4.1)

Dechlorination product should be fed at a rate of 3.6 ppm per 1 ppm chlorine residual.

2.4 Per Reference 4.2, the Case 14 blowdown and dilution flowrates are as follows Makeup (Per Cooling Tower) 14006 gallons per minute Slowdown 21547 gallons per minute Dilution 43093 gallons per minute Discharge Total 64640 gallons per minute 2.5 Cooling Tower Chemical Tanks to be sized for at least 30 days storage and to accommodate half-tank refills Refill sizes are as follows:

Sodium Hypochlorite 5000 Gallons split between 2 of 3 tanks Sodium Bromide 2000 Gallons split between 2 of 3 tanks Sodium Bisulfite 2000 Gallons for 1 tank Dispersant 2500 Gallons split between 2 tanks Biopenetrant 1000 Gallons split between 2 tanks 2.6 Ammonia tank requires less storage capacity due to more frequent ammonia delievery schedule for the Selective Catalytic Reduction Ammonia Tanks.

Storage required for cycle ammonia will be 2 weeks.

The following water treatment proposal is provided for the cooling water systems at Duke Energy's Citms County combined cycle station. Attaclunent Cooling Towers:

We recommend the following treatment chemicals for each cooling tower system. The calculated usage rates are for one cooling tower system. The recommended bulk tank sizing is based upon one tank fann that can supply chemicals to both cooling tower systems.

l. Chlorine Dioxide Biocide Treatment Nalco reconm1ends installing one chlorine dioxide generator for each cooling tower. If the cooling towers are located within a close proximity of each other, one chlorine dioxide generator can be utilized for both cooling towers. Sulfuric acid and Purate chemicals will be utilized by the generator to create the chlorine dioxide biocide treatment. One, 6,000 gallon sulfuric acid tank will be required. The approximate usage rate for the 93% sulfmic acid is 8 gallons per day. Nalco will supply the one 6,000 gallon tank for the Purate chemical. The approximate usage rate of Purate chemical is 12 gallons per day.
2. Bleach/Bromine Biocide Treatment (In place of Chlorine Dioxide)

If the bleach and bromine system is utilized in place of the chlorine dioxide system, the estimated bleach usage rate is 150 gallons per day and the estimated bromine usage rate is 15 gallons per day. Tank size recommendation: 7,000 gallon bleach tank, 3,000 gal bromine tank.

3. Dechlorination Nalco product 7408. This product will neutralize any chlorine residual that will be discharged from each cooling tmver. This should be feed at 3.6ppm per lppm of free chlorine residual. At a 4ppm dosage rate for 90 minutes per day, the estimated usage rate is IO gallons per day. Tank size recommendation: 2,500 gallons.
4. Dispersant Nalco product 3DT12I. Nalco's recommendation is to feed this product on a continuous basis at 2ppm. This product can be fed directly from the measurement on the 3D Trasar unit. The north plant is hialing this product at 3ppm during the biocide addition, per the change in their NPDES pennit. At a dosage rate of 2ppm, continuous feed, the estimated usage rate is 30 gallons per day. Tank size recommendation: 7,000 gallons.
5. Biopenetrant Nalco 73551. This product will he fed dtiring the biocide injection to help loosen any biofilms that may have accumulated on the fill or other surfaces. The estimated usage rate is 5 gallons per day. Tank size recommendation: 275 gallµn tote.

Make Up Water Linc to the Cooling Towers:

Nalco recommends bleach and bromine biocide treatment for the 14,500ft long intake make up water line to the cooling towers. One bulk tank of bleach and one bulk tank of bromine, along with a chemical skid, will be required for this application. At a feed rate of 30 minutes per day, every other day. the estimated usage rate of bleach is 150 gallons per application. The estimated usage rate of bromine is 15 gallons per application. Tank size recommendation: 7,000 gallon bleach tank, 3,000 gallon bromine tank. The annual chemical cost is approximately$ 65,618.

3D Trasar We recommend the installation of one 3D Trasar controller on each cooling tower system. The units require 115VAC 20 amp power, a %" pressurized inlet, and a %" and W' outlet (to iower pressure to allow flow through unit). The 3D Trasar device directly measures the Nalco 30 Trasar product residuals, pH, conductivity, ORP, turbidity, and 2 different inline corrosion measurements. The 30 Trasar can directly control the chemical feed pumps for the 30T products or the signals can be sent via 8 different 4-20 mA outputs lo the control room so that the DCS can control the pumps.

Auxiliarv Cooling Water Svstems:

Nitrite chemical is recommended for the scale and corrosion control for these systems. One 300 gallon tank should be installed for each auxiliary cooling water system. One chemical feeder (pol feeder) should also be installed for the periodic addition of biocide chemicals. One PVC con-osion coupon rack should be installed for the measurement of corrosion and surface microbiological activity.

Jeff, FYI, the current bulk deliveries at the Crystal River station range from 45,000 to 49,500 pounds; the average is around 48,000 pounds per truck load. For the bromine and sodium bisulfite, we have those delivered on the same truck so that we are able to fill up the truck and manage those smaller bulk tanks, 2,500 gallons and 3,000 gallons, respectively. Those bulk tanks are a little too small because It gives us a small delivery window especially when the daily usage rates can change. Give me a call if you have any questions.
