In accordance with 10 CFR 50.4(b)(5), 10 CFR 50.54(q)(5), 10 CFR 72.4, and 10 CFR 72.44(f),

the Arkansas Nuclear One (ANO) Emergency Plan (EPlan) has been revised and is included in of this letter. A summary of the changes to the EPlan is included in Attachment 1 of this letter.

In addition, the associated Emergency Action Level (EAL) Classification procedure has been revised and is included in Attachment 4 to this letter. A summary of the changes to the implementing procedure is included in Attachment 3 of this letter.

The changes, in part, are based on the referenced approval of ANO's EAL scheme update to Revision 6 of Nuclear Energy Institute (NEI) 99-01, "Development of Emergency Action Levels for Non-Passive Reactors." Note that Revisions 44 and 45 of the ANO Emergency Plan were completed in parallel and associated changes were implemented on the same day; therefore, only Revision 45 of the Emergency Plan is included in Attachment 2 of this letter. Revision 44 of the EPlan captured the NEI 99-01, Revision 6, update, with additional changes completed in Revision 45 of the EPlan. The Attachment 1 summary of changes includes changes incorporated in both Revision 44 and Revision 45 of the EPlan.

Likewise, Revision 58 of the subject EAL procedure was completed to capture the NEI 99-01, Revision 6, updates, with additional changes completed in Revision 59 of the procedure.

Therefore, only Revision 59 of the procedure is included in Attachment 4 of this letter. The

0CAN012001 Page 2 of 2 summary of changes includes changes incorporated in both Revision 58 and Revision 59 of the EAL procedure. The EPlan and the associated EAL procedure were implemented at the site on January 14, 2020.

In accordance with 10 CFR 50.54(q), a screening and/or evaluation of the changes to the EPlan and the associated EAL procedure was performed. The screening and/or evaluation concluded that the changes do not reduce the effectiveness of the EPlan, and the EPlan continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
