This violation of very low safety significance was identified by the licensee and has been entered into the licensee corrective action program and is being treated as a non-cited violation, consistent with Section 2.3.2.a of the
NRC Enforcement Policy. Violation: Title
10 CFR Part 50, Appendix B, Criterion III, Design Control, requires, in part, that measures shall be established to assure that the design basis for those structures, systems, and components to which Appendix B applies is correctly translated into specifications, drawings, procedures, and instructions. The design basis for the control building air conditioning system, as specified in the updated safety analysis report, requires that the system be capable of performing its safety function in the event of a single failure in any component. Contrary to the above, the licensee failed to assure that the design basis was correctly translated into specifications for the control building air conditioning system. Specifically, while reviewing the control logic for the control building air conditioning system, the licensee discovered that the control logic was designed such that a single failure in a component in the control logic could have prevented the system from performing its specified safety function.
