| Description | The inspectors determined whether there had been changes to plant operations since the last inspection that may have resulted in a significant new radiological hazard for onsite workers or members of the public. The inspectors evaluated whether the licensee assessed the potential impact of these changes and had implemented periodic monitoring, as appropriate, to detect and quantify the radiological hazard. The inspectors identified that changes were made to the Technical Requirements Manual since the last inspection that reduced the required in-core decay time from greater than 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> to less than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />. Records of this change indicated that the actual decay time was determined by heat loading parameters of the spent fuel pool. The inspectors attempted to assess whether an accident, such as a dropped fuel bundle, within this shortened decay time might result in a significant new radiological hazard for onsite workers or members of the public. However, this assessment could not be completed within this inspection period. This issue remains under review by the NRC and is categorized as an URI (URI 05000454/2013004-04; 05000455/2013004-004 Reduced Decay Time) pending completion of that NRC review. |
