10 CFR 20.1501(a)(2) requires, in part, that licensees make surveys to evaluate the magnitude and extent of radiation levels and quantities of radioactive material.
10 CFR 20.1501(b) requires that the licensee shall ensure that instruments and equipment used for quantitative radiation measurements be calibrated periodically for the radiation measured. Contrary to this, on June 2, 2016, the licensee discovered that the surveillance procedure used to calibrate N1D21RE0001 and N2D21RE0001B (
MCR Area Monitors) had been deleted and the monitors had not been calibrated for approximately six years. This condition was documented in CR 10231300. Upon re-calibration of N1D21RE0001, the low voltage power supply was found out of tolerance (CR 10256497), indicating that the radiation monitor might not have been able to perform its function of alerting
MCR operators of changing radiological conditions. This condition was evaluated using
IMC 0609, Appendix C,
Occupational Radiation Safety SDP, and determined to be of very low safety significance (Green) because the finding is not related to
ALARA dose planning, did not result in an
overexposure or the
substantial potential for overexposure, and the ability to assess dose was not compromised due to the use of appropriate personnel dosimetry.
