In accordance with the criteria established by NUREG-1022, Revision 3, Section 5, Licensee Event Reports, the following Licensee Event Report (LER) is being canceled:
LER 315/2014-001-00: "Non-Compliance with LCO 3.4.3 During Reactor Coolant System Vacuum Fill."
By Reference 1, Indiana Michigan Power Company (I&M), the licensee for Donald C. Cook Nuclear Plant (CNP) submitted to the U. S. Nuclear Regulatory Commission (NRC) LER 315/2014-001-00.
This LER resulted from a review of a Pressurized Water Reactor Owners Group notification of an identified Non-Cited Violation at another nuclear power plant for failure to comply with reactor pressure vessel pressure and temperature limits during operation of the Reactor Coolant System (RCS) at a vacuum (Reference 2). Reference 2 recommended the Pressure and Temperature
U.S. Nuclear Regulatory Commission AEP-NRC-2015-47 Page 2 (P/T) operational limit figures in Technical Specifications (TS) be revised to reflect a pressure less than 0 pounds per square inch gauge (psig). CNP operates the RCS at a vacuum in order to refill the RCS following refueling during an outage. The RCS P/T Limits Limiting Condition for Operation (LCO), LCO 3.4.3, references two associated P/T operational limit figures, both of which terminate at a lowest pressure of 0 psig.
Subsequent to I&M submitting Reference 1 to the NRC, by Reference 3, the NRC concluded that the operation of the RCS at a vacuum is not a violation of TS. The intent of the P/T figures is to show the minimum temperatures which must be maintained at the pressures shown on the figures.
Since pressures less than 0 psig are not shown, operation of the reactor at a vacuum did not represent a violation of TS. As a result, I&M is cancelling LER 315/2014-001-00.
Additionally, prior to the NRC's determination, documented in Reference 3, I&M had applied for a license amendment to revise TS 3.4.3, P/T figures to reflect operation of RCS at a vacuum.
By Reference 4, the NRC approved CNP's application to revise TS. The change clarifies that P/T limits are considered to be met for pressures that are below 0 psig. The revised NRC determination documented in Reference 3 supports this TS revision.
