Failure to Establish Adequate Criteria for Flood Seal Testing

Description

The inspectors identified a Green finding and associated non-cited violation of Unit1 Technical Specification 5.4.1.a and Unit 2 Technical Specification 6.4.1.a for the licensees failure to establish the criteria for ensuring the necessary conditions existed for a successful test of hatch flood seals. Specifically, Procedure OP 1402.240, Inspection of Watertight Hatches, Revision 1, did not contain adequate guidance to ensure that the auxiliary building was at a lower pressure than the turbine building such that puffing smoke on the turbine building side would allow a seal leak to be detectable.
