LICENSE NO. DPR-54 REPORTABLE OCCURRENCE 81-51 y

In accordance with Rancho Seco Nuclear Generating Station Technical Specification Section 6.9.4.2.b, Section 3.6.6, and Regulatory Guide 1.16, Revision 4, Section C.2.b(2), the Sacramento Municipal Utility District is hereby submitting the following thirty-day report of Reportable Uccurrence 81-51, On September 30, 1981, while performing surveillance test SP 205.07, safety features valve SFV-460lb, component cooling water supply isolation valve, was found to ha /e excessive stroke time.

The measured value was 16.1 seconds, where as the maximum allowed by Technical Specificatioas is 15 seconds.

This is not considered a valve failure, but rather is a valve out of tolerance wi th ISI requirements.

A work request was issued to correct this problem.

Inve'tigation revealed that the long stroke time was due to a valve packing problem.

Unlike LER 81-50, there was no trace of moisture or foreign matter in the ai r supply to the valve operator solenoid.

The valve packing was readjusted and the valve stem was lubricated.

Upon subsequent re-testing, the valve was found to st roke at 12.3 seconds.

The valve is an air operated Fisher Cont rols valve, Model 7620CL5 The reactor was in cold shutdown at this time, therefore no t ransient s or outages were associated with this occurrence, no was public safety af fected.
