Dear Sir:

This report is submitted in accordance with the requirements of Section 5.6.3b of the San Onofre Nuclear Generating Station Provisional Operating License No. DPR-13, Appendix B, (Environmental Technical Specifications). The report describes an occurrence involving the Radio logical Environmental Monitoring program.

During the preparation of the Annual Summary of Radiological Environmental monitoring, it was discovered that the sampling of local crops was conducted only once during the calendar year 1980. This does not satisfy the semi-annual sampling requirement as defined in the Environmental Technical Specifications. The resulting lack of local crops data for the first half of 1980 does not pose a significant problem in the assessment of the type and quanitity of radionuclides in the environment. Subsequent crop samples showed no detectable activity for 90Sr, 1311, and 137Cs and normal background activity for 3H. Addi tional data collected from other environmental media, (i.e. air, drinking water, direct radiation, and soil), indicate that no radionuclide levels were above background in 1980.

U.S. NUCLEAR REGULATORY COMMISSION LICENSEE EVENT REPORT No.81-005 PAGE 2 The failure to collect local crop samples in early 1980 was due to an administrative oversight.

A more positive system of controlling radiological environmental monitoring, sampling, and reporting has been implemented to prevent recurrence of this event.
