Title | Primary Containment Structure, Suppression Pool Columns, Downcomer Vent and Downcomer Vent Bracing Did Not Meet Seismic Category I Requirements |
Description | A finding of very low safety significance and an associated NCV of 10 CFR Part 50, Appendix B, Criterion III, Design Control, was identified by the inspectors for the failure to ensure the adequacy of the design for the primary containment, suppression pool columns, downcomer and downcomer vent bracing. Specifically, the inspectors identified three representative examples where the licensee failed to perform adequate design calculations resulting in the design not being in conformance with Seismic Category I requirements as defined in Updated Final Safety Analysis Report (UFSAR) Sections 3.8.1.4.1, 3.8.1.5 and 3.8.6. The licensee documented these violation examples in ARs 4070065, 4074674 and 4070067 and initiated actions to restore compliance. 4 The inspectors determined the licensees failure to perform adequate evaluations to demonstrate Seismic Category I compliance for the primary containment structure, suppression pool columns, downcomer vents and downcomer vent bracing was contrary to the design control measures per 10 CFR Part 50, Appendix B, requirements and was a performance deficiency. The performance deficiency was determined to be more than minor because it was associated with the Barrier Integrity Cornerstone attribute of design control and adversely affected the Cornerstone objective to provide reasonable assurance that physical design barriers (fuel cladding, reactor coolant system, and containment) protect the public from radionuclide releases caused by accidents or events. The inspectors determined the finding could be evaluated using the SDP in accordance with Inspection Manual Chapter 0609, Appendix A, The Significance Determination Process for Findings At-Power, dated June 19, 2012, Exhibit 3, Barrier Integrity Screening Questions, for the Barrier Integrity Cornerstone (r\eactor containment). The inspector answered no to the Barrier Integrity questions for reactor containment. The finding screened as having very low safety significance (Green). The inspectors determined there was no cross-cutting aspect associated with this finding because the deficiency was a legacy design calculational issue and, therefore, was not indicative of licensees current performance. |
