MILLSTONE POWER STATION (MPS) UNITS 11 2 1 AND 3 AMENDMENT TO INDEMNITY AGREEMENT NO. 8-39 AMENDMENT NO. 23 In a letter dated February 26, 2018, the NRC forwarded its approval of amendments to revise the facility operating licenses for MPS Units 1, 2 and 3 by replacing all references to the former company name, "Dominion Nuclear Connecticut, Inc." (or DNC), with "Dominion Energy Nuclear Connecticut, Inc." (or DENC). Additionally, references to DENC's former ultimate parent company, "Dominion Resources, Inc.," were replaced with the new name "Dominion Energy, Inc." Consistent with that action, the NRC provided four copies. of Indemnity Agreement No. B-39, Amendment No. 23, to be executed by DENC and the minority owners of MPS Unit 3.
All parties have signed the agreement and the NRC's copy is provided as the enclosure to this letter.

UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 AMENDMENT TO INDEMNITY AGREEMENT NO. B-39 AMENDMENT NO. 23 Effective February 26, 2018, Indemnity Agreement No. B-39, between Dominion Nuclear Connecticut, Inc.; Massachusetts Municipal Wholesale Electric Company; Green Mountain Power Corporation; and the Atomic Energy Commission, dated May 9, 1969, as amended, is hereby further amended as follows:
The name "Dominion Nuclear Connecticut, Inc." is deleted wherever it appears in the agreement and is replaced by "Dominion Energy Nuclear Connecticut, Inc."
