Dear Ms. Haney:

Enclost;d is a copy of the final after action report for the February 22, 2017, Turkey Point Nuclear Plant plume exposure pathway exercise. This report addresses the evaluation of plans and preparedness for the State of Florida and Miami-Dade and Momoe Counties. /

This successful exercise demonstrated the State of Florida and risk counties' commiji~ent to public health and safety. FEMA did not identify any Level 1 findings during this ex~ci~i. Two Level 2 findings were identified. The first concerned the lack of contamination control by one of the radiological field monitoring teams and the second concerned the unfamj.l{arity of the dose assessment staff with the radiation dose projection software. The first ~inding was corrected during the exercise by providing the team members with training and they d~monstrated proper contamination control procedures after the training. The second was corrected during a May 24, 2017 drill at the St. Lucie Nuclear Plant where the dose assessmen~ staff demonstrated their ability to perform independent dose projections.

Based upon results from the February 22, 2017 exercise and FEMA's \eview of Florida's 2016 Annual Letter of Certification offsite radiological emergency response plans and preparedness of the State of Florida and appropriate local jurisdictions site-specific to the Tukey Point Nuclear Power Plant can be implemented; They are adequate to provide reasonable assu:arn;_e< appropriate measures can be taken offsite to protect the health and safety of the public in the event ~fa radiological emergency at the site. Therefore, the Title 44 CPR, Part 350, approval of the ~tfSite radiological emergency response plans and preparedness site-specific to the Turkey Point Nuclear Power Plant granted on March 15, 1984, will remain in effect.
