The U.S. Environmental Protection Agency has received the document listed above. Under the National Environmental Policy Act (NEPA), the Council'on Environmental Quality regulations and Section 309 of the Clean Air Act, EPA reviews and comments on major federal actions.EPA reviewed the previous Draft Supplemental Environmental Impact Statement (SEIS) and rated it EC- 1 (Environmental Concerns-Adequate Information) in a letter to the Nuclear Regulatory Commission (NRC) dated April 6, 2010. While EPA did not identify a need for additional data or analysis, we suggested the addition of clarifying language and information on radiological impacts, risk estimates, the affected environment, groundwater, cumulative impacts, and Severe Accident Mitigation Alternatives (SAMAs). In our letter, we also noted the usefulness of NRC's addition of reference values when discussing human health issues and commended Dominion Energy Kewaunee, Inc. for recycling metal and non-metal materials.
While we maintain that site-specific information will improve the SEIS documents for nuclear plant license renewal in general, we acknowledge that NRC has chosen to make no changes or additions based on EPA's recommendations for Kewaunee Power Station. We have no further comments and no objections to this project.Thank you for the opportunity to review this project.
