J My name is Richard G. Micka. Over the years, I have had the distinct privilege as a volunteer towork with people at DTE Energy on a number of environmental projects in Monroe Harbor andLaguna Beach (location of Fermi II). This relationship became more prominent when the U.S.Congress created the Detroit River International Wildlife Refuge in 2001. This Refuge includesthe entire West Shore of Lake Erie in Monroe County! Public Utilities such as DTE Energy have alarge footprint on this part of the Refuge boundary that extends from the Ohio line to Detroit.As a result, the U.S. Fish and Wildlife Service has entered into a Joint Operating Agreement withDTE Energy to protect fish and wildlife values on Fermi II property.
There is a Comprehensive Conservation Plan and Environmental Assessment as a matter of public record that supportsthis partnership.
These documents establish ecological parameters within the boundaries ofthe Refuge, some of which are guidelines that involve volunteers like myself and address issuesof public use.DTE Energy has generously supported all of these programs and has included wetlands on theirproperty near the Fermi II site as part of the Refuge. As a volunteer, I appreciate this workingpartnership with DTE Energy and look forward to sharing the natural wonders of theInternational Wildlife Refuge with Fermi II.Richard G. Micka, 47 E. -2003OHIO ....On September 25, 2003, the Service and Detroit Edison Company entered into a cooperative agreement for managing wildlife habitat on over 600 acres of the 1,200-plus acre nuclearfacility in Frenchtown Township (Fermi 2). In addition, the U.S. Army Corps of Engineers (Corps) is proposing to transfer a 168-acre parcel of land adjacent to the Pointe MouilleeState Game Area and Estral Beach for inclusion in the Refuge. The Service has accepted amanagement permit for the site and will be working on the transfer process with the Corpsover the next year or so.The U.S. Fish and Wildlife ServiceThe U.S. Fish and WiFldlife Service is the primary Federal agency responsible forconserving, protecting, and enhancing fish and wildlife and their habitats for the continuing benefit of the American people. Specific responsibilities include enforcing Federal wildlifelaws, managing migratory bird populations, restoring nationally significant fisheries, administering the Endangered Species Act, and restoring wildlife habitat such as wetlands.'
