| Title | Licensee-Identified Violation |
| Description | The following violation of very low significance (Green) was identified by the licensee and is a violation of NRC requirements which meets the criteria of Section VI of the NRC Enforcement Policy, NUREG-1600, for being dispositioned as an NCV. Technical Specification 5.4.1 requires, in part, that written procedures shall be established, implemented, and maintained covering applicable procedures recommended in Regulatory Guide 1.33. The Regulatory Guide states, in part, that procedures of a type appropriate to the circumstances should be provided to ensure that tools, gauges, instruments, controls, and other measuring and test devices are properly controlled, calibrated, and adjusted to maintain accuracy. Contrary to this, in November and December of 2009, numerous deficiencies related to implementation of the procedure for control of the measuring and test equipment program were identified by the licensee and evaluated under CR-PLP-2010-0082. The finding is of very low safety significance because it did not impact a safety function, nor was it risk significant due to seismic, flooding, or severe weather criteria. |
