CONTROLSYSTEMSCOMMONPOWERFAILURESEVALUATIONREPORTFORTHENINEMILEPOINTNUCLEARSTATION-UNIT21.0OMECTIVESTheobjectivesofthisCommonPowerFailureEvaluationreportareasfollows:PerformananalysisinresponsetotheNRCconcernstatedinFSARquestion421.42thatthefailuresofpowersources,whichprovidepowerorelectricalsignalstonon-safetycontrolsystems,couldresultinconsequencesoutsidetheboundsoftheNineMilePointNuclearStationUnit2FinalSafetyAnalysisReport(FSAR)Chapter15analysesandwouldrequireactionsorresponsesbeyondthecapabilityofoperatorsoxsafetysystems.Provideadditionalanalyses,asnecessary,toensuretheeffectsoftheworst-caselimitingeventareboundedbythoseoftheeventsanalyzedinFSARChapter15withtheassumptionthatthereisanadditionalsingleactivefailureinareactorsafetysystemrequiredtomitigatetheeffectsoftheevent.ThecontentsofthereportandtheattachmentswerepreparedfortheNiagaraMohawkPowerCorporationbytheGeneralElectricCompany(GE)withasignificanttechnicalcontributionfromtheStoneandwebsterEngineer-ingCorporation(SWEC).
2.0CONCLUSION
STheinformationcontainedherein,supplementedbytheexistingFSARChapter15transientanalyses,documentsanevaluationoftheNineMilePointNucleaStat.'cnUnit2forcontxolsystemsinteractionduetoelectricalpowerfailure.Theconclusionofthisevaluationisthatthelimitsofpeakvesselandmainsteamlinepressures,minimumcriticalpower,ratio(MCPR),andpeakfuelcladdingtemperaturefortheexpectedoperationaloccurrencecategoryoftheidentifiedeventswouldnotbeexceededasaresultofcommonpowersourcefailures.Itshouldbenotedthat,thisstudyusedtheevent-consequencelogicaftheChapt'ir15analysis,butitstartedthelogicchainfromaspecificsource(e.g.'!;asinglebusfailure)ratherthanasystemcondition(e.g.,feed-wat'errunout).Byapproachingthestudyinthismanner,agreatdealofconfidencecanbeplacedinthestudyconclusions.Thesoundnessofthetotalplantdesignisdemonstratedbyitsbeingtolerantoftheseeffects.3.0ANALYSISMETHODOIOGYToachievetheobjectivesdiscussedinSection1,acomprehensivemethod-ologywasdevelopedfortheanalysisofthecontrolsystemscapableofaffectingreactorwaterlevel,pressuxeorpowerintheNineMilePointNuclearStationUnit2.12"25053
TheelectricalcontrolsystemscommonpowerfailureanalysiswasconductedinthefollowingmannerbyGEandSWEC:ACTIVITYASSIGNEDTOoDefineControlSystemsoIdentifyLoadsoDefineBusStructuresoDetermineCriticalLoadsoSummarizeCriticalIoadsoAnalyzeCombinedEffectsoCompareResultstoFSARChapter15GE6SWECGE6SWECSWECGE6SWECGE6SWECoAnalyzeAdditionalSingleFailureinaMitigatingSafetySystemGEoAnalyzeExceptionsoModifyFSARChapter15GE3.1DefineControlSystemsThescopeofcontrolsystemstobeanalyzedwasestablishedbyfirstcompilingacompletelistoftheNineMilePointNuclearStation-Unit2systemsandsubsystems.Next,thelistwasreviewedtoconfinetheanalysistoonlythosesystemswhich,intheirnormal(automatic,ifavailable)controlmode,havethepotentialtoaffect,reactorpressurevessel(RPV)pressure,waterlevel,orpower.Inordertoensurethatallnecessarysystemswereconsidered,certaineliminationcriteria,whichdocumentedthejustificationsfornotanalyzingcertainsystemsfurtherwereappliedtothelistofallplantsystems.Iftherewasanyuncertaintyastowhetherornotasystemmetthecriteria,itwasreta'inedforfurtheranalysis.Thosesystemsthatmetthecriteriaforeliminationwereremovedfromthecompletesystemlist.ReferenceAppendixBfortheeliminationcriteriaandplantsystemslist.',3.2IdentifyLoadsTwosetsofsystembus-loadtableswereassembledbyGEandSWEC,eachprovidinginformationontheloadswithintheirrespectivescopesofsupply.ThesetablescontainedallelectricalloadsoftheremainingcontrolsystemsidentifiedbythemethodologydescribedinParagraph3.1.Eachloadwaslistedwithitspowerbussource,circuitdescription,andfailuremodeonpowerlosswithprimaryandsecondaryeffects.AppendixAistwosheetsfromtheloadtables.TheAppendixAsheetsaretobeusedasanexampleoftheformatofloadtablesthatarethebaselinefromwhichAppendixCwasdeveloped(referenceSections3.4and3.5).12-25054

3.3DefineBusStructurePotentialsourcesforcontrolsysteminteractionbyelectricalmeanswereestablishedbyformulatingthebusstructureasfollows:Bustrees(seeSection4.0,FiguresI,2,3,and4)wereconstructedusingelectricalone-linediagraminformationtoshowelectricalpowerdistributionfromthehighestbuslevelnotpreviouslyanalyzed(thehighestlevelprevi-ouslyanalyzedisthelossofoffsitepower)downtothelowestlevelofplantdistxibution(motorcontrolcenters,instrumentbusses,etc.).3.4DetermineCriticalIoadsTheloadswiththepotentialforinitiatingeventsaffectingRPVpressure,waterlevel,andpowerwereidentified.Theeliminationcriteriaestab-lishedearlierforthesystemlist,asdefinedinAppendixB,wereusedinthecomponentreviewtodeterminewhichindividualloadsrequiredfurtherconsiderationorcouldbedeletedfromtheanalysis.Iftherewasanyuncertaintyastowhetherornotaloadmettheeliminationcriteria,itwasretainedforfurtheranalysis.ThenumericalcodeassociatedwithaneliminationcriterionwasassignedtoeacheliminatedloadintheloadtablesdiscussedinParagraph3.2.3.5SummarizeCriticalLoadsNoncriticalloadsweredeletedfromtheloadtables,andtheremainingloadsweregroupedtogetherbytheircommonpowerbusses.ThesetablesareshowninAppendixC.TheprimaryeffectcolumninAppendixCliststhecomponentfailureresultingfromlossofelectricalpower.ThesecondaryeffectisthesystemfailurethatcouldeffectRPVpressure,waterlevelorpower.Insomecasesthereisnoeffect.Becausethisanalysisreviewsallinteractionsthatpotentiallycouldresultinapreviouslyunanalyzedtransient,no>>effectfailuresindicatethesoundnessofplantdesign.3.6AnalyzeCombinedEffectsThisportionoftheanalysisprovidedthebasisfordeterminingtheworstcasecombinationsofsystemfailuresthatarecredibleeventsconsideringtheir,interconnectionbypowerdistribution.Usingthecombinedeffectsof",a",.-:failureatthelowestlevelbusasastartingpoint,thenexthigherbus'~itsthenpostulatedtofail,andthetotaleffectsatthatlevelwereanalyzed.Thisprocesswascontinueduptothehighestbuslevel.ThecombinedeffectsareshownontheAppendixCtablesandworstcaseeffectsforalllevelsaresummarizedinSection4.12"25055
3.7CompareResultstoFSARChapter15Theconsequencesofallpostulatedcontrolsysteminteractioneventsinitiatedbyelectricalmeans,werethencomparedtotheconsequencesoftheeventanalysesdescribedinChapter15oftheFSAR.AreviewoftheinformationintheAppendixCtableswasconductedinthecourseofdevelopingthebussummariesofSection4.Ateachbuslevelofthecombinedeffectsanalysis,thereviewevaluatedtheeffectsastowhethertheywouldbeboundedbytheconsequencesofaspecificChapter15eventanalysis.Section4includestheseevaluationsandconsiderstheworstcaseeffects.3.8AnalyzeAdditionalSingleFailureinaMitigatingSafetySystemTheconsequencesofthepostulatedcommonbuslossevents,detailedinSection4,areallboundedbytheconsequencesofChapter15transients,asdiscussedinSection3.9.Foreachboundedbus-lossevent,themiti-gatingsafetysystemswereidentifiedaccordingtotheFSARChapter15eventdescription.Takingintoconsiderationthebuslosseffects,oneadditionalworstcasesinglefailureinamitigatingsafetysystemwasthenpostulatedforeachevent.Noeventwasidentifiedwhereinabuslosscombinedwithanadditionalsinglefailureinamitigatingsafetysystemwouldcausethefailureofthatsystemtoperformitsintendedsafetyfunction.Asanexampleofthisprocess,considerACBus2SCI-PNLA101fromSec-tion4.0.TheChapter15boundingeventforlossofthisbusistheLossofFeedwaterFlow,describedinNMP2FSAR15.2.7.Theeventscenarioincludesavessellowwaterlevel(L3)scramtripfromtheReactorProtec-tionSystem(RPS),whichperformsamitigatingfunction.ThelossofACBus2SCI-PNLA101togetherwithanadditionalsinglefailureintheRPSwaspostulated.TheRPSwouldnotbeprohibitedfrominsertingthecontrolrodsbyasinglefailure,afunctionrequiredformitigatingtheeffectsofthetransient.ThisprocesswasfollowedforeachmitigatingsafetysystemidentifiedfortheLossofFeedwaterFlowevent.EachmitigatingsafetysystemintheLossofFeedwaterFloweventscenariowasabletoperformitsintendedsafetyfunctionconsideringthebuslossandanadditionalsinglefailure.TheaboveprocesswasrepeatedforeachidentifiedboundingFSARChap-ter15event.3.9Analy'ze'ExceptionsNofa'ilurescenariowasidentifiedwithconsequencesthatwerenotdirectlyboundedbyconsequencesoftheeventanalysesdescribedinFSARChapter15.3.10ModifyFSARChapter15ifNecessaryAsaresultofthisanalysis,nomodificationofFSARChapter15wasfoundtobenecessary.12"25056
