i -dKIJMAR 7 1983IITO ALL LICENSEES OF OPERATING REACTORS, APPLICANTS FOR OPERATINGLICENSES, AND HOLDERS OF CONSTRUCTION PERMITSGentlemen: -SUBJECT: DEFINITION OF "KEY MAINTENANCEGENERIC LETTER 82-12) (GENERICPERSONNEL," (CLARIFICATION OFLETTER 83-14)Generic Letter 82-12, Nuclear Power Plant Staff Working Hours, forwardedrevised pages of NUREG-0737 which incorporate the Commission policy onworking hours. In that revision, it is stated that the restrictions onworking hours shall apply to "the plant staff who perform safety-relatedfunctions (e.g., senior reactor operators, reactor operators, auxiliaryoperators, health physicists, and key maintenance personnel)."Several questions have been received regarding clarification of the term"key maintenance personnel." Following is our definition of the term:Key maintenance personnel are those personnel who are responsiblefor the correct performance of maihte'nance,-repair, modificationor calibration of safety-related structures, systems or components,and who are personnel performing or immediately supervising theperformance of such activities..I.il'I,IIIThe term applies to all personnel whoregardless of whether or not they areare actually performing such functions,assigned to the shift crew,.The term "safety-related" contained in the above paragraph is the samedefinition as applied to electrical equipment contained in 10 CFR 50.49(b)(1).F Darrell G.
