Gentlemen:
SUBJECT: DEFINITION OF "KEY MAINTENANCE PERSONNEL," (CLARIFICATION OF GENERIC LETTER 82-12) (GENERIC LETTER 83-14)
Generic Letter 82-12, Nuclear Power Plant Staff Working Hours, forwarded revised pages of NUREG-0737 which incorporate the Commission policy on working hours. Tn that revision, it is stated that the restrictions on working hours shall apply to "the plant staff who perform safety-related functions (e.g., senior reactor operators, reactor operators, auxiliary operators, health physicists, and key maintenance personnel)."
Several questions have been received regarding clarification of the term "key maintenance personnel." Following is our definition of the term:
Key maintenance personnel are those personnel who are responsible for the correct performance of maintenance, repair, modification or calibration of safety-related structures, systems or components, and who are personnel performing or immediately supervising the performance of such activities.
The term applies to all personnel who are actually performing such functions, regardless of whether or not they are assigned to the shift crew.
The term "safety-related" contained in the above paragraph is the same definition as applied to electrical equipment contained in 10 CFR 50.49(b)(1).
