MAR 2 3 1979 APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company License No. DPR-23 H. B. Robinson 2 Based on the NRC inspection February 26 - March 2, 1979, certain of your activities were apparently not conducted in full compliance with NRC require ments as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.3.1, each member of the facility staff shall meet the minimum qualifications of ANSI N18.1-1971. Section 4.5.2 of ANSI N18.1 states, in part, that technicians in responsible positions shall have a minimum of two years of working experience in their specialty.
Contrary to the above, RC&T technicians who do not have a minimum of two years working experience in the health physics specialty have routinely been assigned as the only health physics representative on shift. The RC&T technicians on shift were in a responsible position in that they evaluated radiological hazards, specified protective controls, and approved radiation work permits.
This is an infraction.
