Proposed Changes to PVNGS FSAR Concerning QA Program File: 87-A-005-419.05 87-A-056-026
Dear Sir:
In accordance with 10CFR50.54(a),
ANPP is submitting a
proposed change to the PVNGS FSAR Section 1.8 concerning the quality assurance program for your review and accep-tance.
This FSAR change takes exception to Regulatory Guide 1.38, Revision 2 and the associat-ed ANSI N45.2.2-1972 for the qualifications of personnel who perform shipping damage inspections as described in section 5.2.1 of ANSI N45.2.2-1972.
The exception will exempt the personnel from having to be qualified to ANSI N45.2.6.
These personnel only perform a preliminary visual inspection prior to unloading to determine if any damage occurred during shipping.
This exception is only for those individuals performing the preliminary inspections prior to unloading the shipment.
Other inspections take place during receipt inspec-
- tion, which are performed by ANSI N45.2.6 qualified personnel.
'These inspections will verify damage has not occurred during shipment.
Therefore, the components and equipment will be verified acceptable by personnel qualified according to the standards prior to use.

the specific requirements for each classifica-tion as specified in the Standard are applied to the items suggested in each classification and for similar items.

Section 2.7, Classification of Items.
New (unirradiated)

fuel elements, fission chamber detectors and sealed sources containing special nuclear material are classified as level B for the purposes of this standard.
Section 3.9:
Identification of items. after the outside of the container has been
- removed, is accomplished in accor-dance with ANSI N18.7, Section 5.2.13.3.

Section 6.2, Storage Areas.
Paragraph 6.2.1 requires control and limited access to storage areas.
In lieu
'of and to,amplify this paragzaph the following is applied.
"Access to storage areas for level A, B and C is controlled by the individual(s) responsible for material storage."
Level D items are stored in a site area which has access control consistent with zone IV of ANSI N45.2.3-1973.
While the areas may be posted to delimit
- access, other positive controls (other than that for the overall site area) or guards may not be provided.

Insert Personnel performing preliminary visual observations (prior to unloading) per section 5.2.1 of,ANSI N45.2.2-1972 need not be qualified to ANSI N45.2.6.
The item inspections also ensure that no damage has occurred during shipping.
