Enclosed is an application for an Amendment to Facility Operating License No. NPF-3 for the Davis-Bessa Nuclear Power Station, Unit No. 1.
The enclosed application requests that the Davis-Besse Nuclear Power j
Station, Unit No. 1 Operating License, Appendix A, Technical Specifica-
]
tions be revised to reflect the changes attached. The proposed changes involve Section 3/4.3.2, Table 3.3-5 Safety Features System Response Times; Section 3/4.3.2, Table 3.3-13, Steam and Feedwater Rupture Control System Response Times; Section 3/4.6.3, Table 3.6-2, Containment Isolation Valves; and Section 3/4.7.1, Specification 4.7.1.5, Main Steam Line Isolation Valves.
l The proposed changes are being submitted to make the Main Steam Isolation i
Valve (MSIV) closure time requirements consistent throughout the Technica*
i Specifications under the assumptions made in analyses contained in the Updated Safety Analysis Report ('USAR). The changes also eliminate Tech-nical Specification requirements where they are not needed.to satisfy the j
assumptions made in the USAR, while still ensuring complete compliance with I
the requirements of 10CFR50, Appendix A: General Design Criteria for Nuclear Power Plants. The elimination of these unnecessary requirements from the j
Technical Specifications will facilitate future plant modifications for-improving plant reliability through the. removal of unnecessary redundant automatic functions from components. This submittal satisfies the' commit-ment Toledo Edison made in a letter dated December 22, 1986 (Serial l
No. 1-698) to clarify the MSIV response times listed throughout the Technical Specifications.
