(Skagit Nuclear Power Project, Units 1 and 2)--

Docket Nos. STN 50-522 and STN 50-523 Gentlemen:

During the course of the recent evidentiary session in this proceeding, I indicated that new information had been produced since the closing of the Perkins record which impacted on the Staff's conclusion regarding the release of racon from the mining and milling process.

The new information is, or will be, contained in NUREG-0511 and NUREG/CRs-0627,0628 and 0805. A core; of NUREG-0511, the " Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling" is enclosed for yoar information. Unfortunately, the other documents have not yet been completed.

It was expected that NUREG/CRs-0627 ana 2628 would have been available for public distribution by early September, aut are not now expected to be avail-able until at least the first of October. These two documents are being prepared by the Battelle Pacific Northwest Laboratory, and wiil contain an analysis of radon emissions in ventilation air exhausted from underground uranium mines and from a model open pit mine, respectively. For the infor-mation of the Board, I am enclosing a copy of a memorandum from R. Wilde to H. Lowenberg, both of the NRC Staff, dated September 11, 1979, evaluating the preliminary information available from drafts of the NUREGs. This memorandum is consistent with the information that I provided to the Board during the recent hearing, that the radon values used in the Perkins,by the Staff are too high.

, As a consequence of the delay in publishing NUREG/CRs-0627 and 0628, the fourth referenced document, NUREG/CR-0805, which is an analysis of the new radon information contained in the other three NUREGs referenced herein, will also be delayed. NUREG/CR-0805 is now expected to.5e published in mid-November.

Copies of the NUREGs will be distributed when they are available.

Sincerely, ha& 5 Daniel T. Swanson Counsel for NRC Staff
