LER CONTINUATION - RO # 2-79-103 FACILITY: BSEP Unit No. 2 EVENT DATE: 11-26-79 Based on the fact that there were no outstanding LCO's, the Shift Foreman believed the chlorine detectors operable and allowed the chlorine car to be brought into the exclusion area. Upon notification from the I&C Foreman, Operations had the chlorine car removed from the exclusion area and established an LCO.

This problem occurred as a result of the administrative practice of cancelling LCO evaluation checklist after the action state =ent in the Technical Specification has been completed.

In order to prevent future recurrence, the Administrative Operating Instruction will be revised to require that a tracking LCO be kept on all out-of-service equipment required by Technical Specifications (including times when the action statement is not applicable).
