Un what date did you' first become involved in the emergency evacuation planning process for the Seabrook facility?

F On January 2,1986, I became the Acting Executive Director for Operations of the U.S. Nuclear Regulatory Commission (NRC) and as such, assumed responsi-bility for the oversight of the staff's review of all litersing activities q

related to the Seabrook nuclear power plant. These licensing activities j

involved the operation of commercial nuclear power plants in the U.S.,

including' the adequacy of the emergency plans for the Seabrook facility.

I do i

not specifically recall when I first became personally involved in the I

emergency planning process for the Seabrook f acility. However, I became aware j

of the beach population issues in detail in January 1988, and telephoned the FEMA Associate Director for State and Local Programs and Support, Mr. Grant Peterson, on January 15, 1988, to set up a meeting between NRC staff and FEMA officials. A meeting was subsequently held on January 19, 1988 at which tir:e i

issues involving both the Seabrook and Shoreham plants were discussed.

l Since 1986, I also attended meetings at which other Seabrook licensing issues were discussed.

For example, I participated in a March 1987 public meeting between the NRC and the Seabrook owners concerning their request for an exemption from the requirement that there be a 10-mile emergency planning zore.
