between NRC staff and FEMA officials. On January 19, 1988, a meeting was held i

' No transcript was made of the January 19, 1988 meeting, and a meeting summary -
was not developed by the~NRC. Two of the NRC participants took notes and these are enclosed in: response to Question 7, as are notes prepared by FEMA i
meeting participants. The discussions during the' meeting addressed various Lemergency planning matters, including the Seabrook beach population issue. The regulatory requirements and technical issues involved in developing adequate emergency plans for the beacn population were discussed. FEMA management accepted the NRC staff's interpretation of NRC regulations pertaining to the need for sheltering, effectively foreclosing the possibility that the two L
agencies would proceed to hearing with differing positions.
FEMA officials indicated that they were not ready to make a final finding on the adequacy of the beach portion of the Seabrook emergency response plan and that FEMA needed l
more information.
