' Th'e purpose.of the January 15, 1988 telephone call to Mr. Peterson was to set up a meeting between.-NRC staff and FEMA officials to discuss both the Seabrook q

an'd Shoreham-plants.

I was concerned that two Federal agencies were interpreting the same Federal regulations differently.

I cannot recall the specific language used by Mr. Peterson or me during the course of the conversation.
