On 11 arch 4,1981, with the reactor mode switch in start-up and Operations performing II:lP-2-1010, Scram Recovery Procedure, IRli "II" 2C51-K601K, would not come on scale for overlap check between IR;i's and SRtI's which made it inoperative.

Tech Spec Section 3.3.1 requires three operable channels.

IRl1 "B" was also inop at that time.

This requirement was met by operable channels "D" and."F,".. This is a non-repetitive event.

An investigation of the IRf1 found the pins on the range plug, which plugs into the back of the IRM, pushed back and not making a good connection. The pins on the range plug were repaired and the IRIt is now working properly. The surveillance testing was completed sati s factorily.

A generic review revealed no problems with the range plugs on the Unit I IRM's.

There were no effects to public health and safety due to this event.
