Dear Mr. MacDonald:

Reference:

Docket 5957, Model BMI-1 Shipping Cask The Certificate of Compliance for the reference docket expires on July 31, 1985.

Battelle requests a five-year extension of the certif-k icate. The packaging is in full compliance with the existing applicable regulations as evidenced by the most recently approved amendment to the Safety Analysis Report for Packaging (SARP), Revision E, December 28, 1983.

We are submitting under separate cover eight (8) complete copies of the SARP.

It incorporates all approved revisions through Revision E.

A request for an amendment to the Certificate of Compliance supported by Revision F to the SARP, January 10, 1985, has been withdrawn and thus those changes are not included.

Subsequent to NRC approval of the amendment supported by Revision E, your office noted that several paragraphs in the SARP were no longer applicable because they referred to package contents which are no longer included in the Certificate of Compliance.

We are thus taking advantage of this opportunity to delete those paragraphs from the SARP.

In addition, we have added an inspection item to the Maintenance Program section (Section 8.0).

This item provides for the annual inspection of the lead cavity for dryness.

The inspection will be performed according to procedures which have been included in our quality assurance documents for operation, inspection, and maintenance of our casks.

These procedures follow those developed in February and March,1985, for the removal of moisture which was discovered in the lead cavity.

Because of these changes to the SARP, we are designating this submital as Revision G.

As is the custom, the notice, "Rev. G, 6-14-85" appears at the bottom of the affected pages and a vertical bar appears in the outer margin opposite the changed text.

Each copy of the SARP is accompanied by a 1,is_t indicating the page on which a Revision G e Q % g[c, g,,,

change appears.

Mr Charles E. MacDonald 2

June 20, 1985 USNRC During the five years since the last renewal of the Certificate of Compliance, many pages with alphabetic subscripts (i.e. 2.81(a), 2.81(b),

etc.) were inserted into the SARP as part of the revisions supporting the amendment applications. Since with this renewal application we are submitting complete copies of the SARP, we have removed the sub-scripted numbers and have renumbered the pages consecutively from the beginning of each major section. Most of the pages in Section 1.0, 2.0, and 3.0 have been affected.

In addition, we have renumbered some second and lower level subsection headings where a preceeding subsection was deleted.

Since the technical presentation was not changed by either the page or subsection renumbering, we have not designated these changes as part of the Revision G changes.

Enclosed is a check for $150.00 for the application fee prescribed in the regulations.

If you have any questions about this request for renewal or any of the documentation, please call me at FTS 976-7502.

Very Truly Yours, NAAw Richard J.
