INVITATION TO CONSULT ON SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966, AS AMENDED FOR THE THREE MILE ISLAND NUCLEAR STATION, UNIT 2 (DOCKET NUMBER: 50-0320)

Dear David Morrison:

By letter dated April 6, 2023 (Agencywide Documents Access and Management System (ADAMS) ML23086C052), the U.S. Nuclear Regulatory Commission (NRC) described the ongoing decommissioning activities at Three Mile Island Nuclear Station, Unit 2 (TMI-2), located in the Londonderry Township of Dauphin County. That letter also requested your input regarding potential historic or cultural properties at the TMI-2 site and initiated consultation under Section 106 of the National Historic Preservation Act of 1966, as amended.

The NRCs purpose in sending this follow-up letter is to invite you to participate in the ongoing Section 106 consultation as a consulting party. In early August 2023, the NRC staff met with the Pennsylvania State Historic Preservation Office, the Advisory Council on Historic Preservation, and the NRC licensees for both units at the Three Mile Island site to discuss the process going forward. During that meeting, the NRC, the Pennsylvania State Historic Preservation Office, the Advisory Council on Historic Preservation, and the NRC licensee agreed to develop a Programmatic Agreement to help mitigate adverse impacts to historic and cultural properties and to invite additional local representatives to participate in the process as consulting parties to the Programmatic Agreement.

The TMI-2 Solutions License Amendment Request application is publicly available in the NRC Public Document Room located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852, or from the NRCs ADAMS. The ADAMS Public Electronic Reading Room is accessible at http://www.nrc.gov/reading-rm/adams.html. The ADAMS number for the application is ML23058A064.

The consulting parties plan to meet again in the fall of 2023 to draft the Programmatic Agreement. A survey will be sent out to the consulting parties to determine the best date and time to meet.
