[External_Sender] Docket ID NRC-2018-0052 Draft Environmental Impact Statement Comment
Dear NRC Staff,
The following comments were transcribed from the video recording of the Peoples Hearing held by the Nuclear Issues Study Group on Wednesday, September 16, 2020 (Available online: https://www.youtube.com/watch?v=CfCBsXCQyOU). These written comments are being submitted with the consent of the commenters. The transcription was made possible by the work of the Nuclear Issues Study Group volunteers.

JAN BOUDART I extracted something that I thought was really important and it's called section 3.12 Public and Occupational Health, and the thing that I wanted to tell you about this, there's a section there on background radiological conditions which Holtec you know says, "look it's not our fault, you get all this radiation from here, there and everywhere, and everybody gets it in the world and we don't do that," but then it goes into other sources of radiation exposure and if you're ever in doubt that New Mexico is a sacrifice zone you should read this. Okay WIPP is located approximately 26 kilometers Southwest of the proposed CISF project and then there's a whole bunch of stuff about how much radiation you would get from WIPP. NEF is located approximately 61 kilometers southeast of the proposed CISF project and then it goes into NEF enriches uranium and uses a gas centrifuge process. Basically it's really dirty and then there's another one FEP/DUP is expected to be located approximately 37 kilometers northeast of the proposed CISF project. And then somebody asked "what is reprocessing." FEP/DUP plans to deconvert depleted uranium hexafluoride 20 into fluoride products for commercial resale and uranium oxides for disposal. Well I live in Illinois and they were doing this in a place called Metropolis, Illinois by the way, it's the hometown of Superman, Metropolis, you know and down in Metropolis they were doing this, what do they call this, conversion of depleted uranium. Uranium doesn't get depleted, that's really a bad term because depleted uranium irradiates just like regular uranium. And they gave that up because there was no market for it and that's what this is, the highest, they were doing it into fluoride products for commercial resale and uranium oxides for disposal, but construction of the facility has been deferred pending improvements in market conditions. Basically, they create these things and get these pipe dreams about what they're going to be able to do and what they're going to be able to sell and they're not. And of course, the last one, there were four of these I want to review. There was
WIPP, NEF, and then this FEP/DUP that has not been built yet, and WCS operates two facilities within the existing, oh, it's located 63 kilometers to the southeast of the proposed CISF project area. So I wanted to bring that up in case anybody has any doubt that New Mexico is being used as a sacrifice zone for the nuclear project in the United States. And these things that I have just told you about start on the 202nd page of the EIS or what there, to confuse you, it's very difficult to find these things. This is on page 3-94 which is actually the 202nd page. So that's what I wanted to say and thank you for one other thing. Libbe got her comment in before me and you called on me first and so I don't want to miss your comment. I hope you haven't neglected it. Thank you.
