As requested by your applications dated March 23, 2021, (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21105A528) as supplemented on December 20, 2022, enclosed is Certificate of Compliance (CoC) No. 9793, Revision No. 21, for the Model No. M-140 package. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staff's safety evaluation report is also enclosed.

The U.S. Department of Energy, Division of Naval Reactors, has been registered as a user of the package under the provisions of Title 10 of the Code of Federal Regulations (49 CFR),
