By letter dated August 26, 2021 (Agencywide Documents Access and Management System

[ADAMS] ML21244A483), Naval Reactors submitted an application for amendment to Certificate of Compliance No. 9793, for the Model No. M-140 transport package. The application requests approval of the S3G-3 reactor cores installed in both Moored Training Ship Daniel Webster and Sam Rayburn.

In connection with our review, we need the information identified in the enclosures to this letter.

The request for additional information (RAI) requested in this letter should be submitted in the form of revised safety analysis report pages. Please provide your response within 2 months from the date of this letter.

Please reference Docket No. 71-9793 and Enterprise Project Identifier (EPID) No.

NAVAL REACTORS DOCKET NO. 71-9793 REQUEST FOR ADDITIONAL INFORMATION MODEL NO. M-140 APPLICATION By letter dated August 26, 2021 (Agencywide Documents Access and Management System

[ADAMS] ML21244A483, Naval Reactors submitted an application for amendment to Certificate of Compliance No. 9793, for the Model No. M-140 transport package. The application requests approval of the S3G-3 reactor cores installed in both Moored Training Ship Daniel Webster and Sam Rayburn. The requested information is listed by chapter number and title in the safety analysis report (SAR). The staff used the guidance provided in NUREG-2216, " Standard Review Plan for Transportation Packages for Spent Fuel and Radioactive Material, in its review of the application.

Each question describes information needed by the staff for it to complete its review of the application and to determine whether the applicant has demonstrated compliance with regulatory requirements.

Chapter 3 - Thermal Evaluation

1. Provide discussion and results that demonstrate the new MTS fuel module models described in the Moored Training Ship Appendix to the M-140 safety analysis report for packaging (SARP), Chapter 3A, Thermal has been validated and verified for both normal conditions of transport and hypothetical accident conditions analyses.

The fuel module thermal analyses discussed in the Moored Training Ship Appendix to the M-140 SARP are based on new models and software, but there was no discussion as to the validity and verification of the normal conditions of transport model to ensure valid results and there was limited discussion related to validation of the new hypothetical accident conditions thermal model. There should be discussion that:

demonstrates that the new models using the new software are accurate or bounding, compares results with those of the previous models (i.e., described in S3G-3 M-140 SARP) and, if available, any measurements, discusses reasons for the differences in temperatures between the previous model and new model, and discusses the computational analysis energy balance and corresponding residuals.

In addition, although a comparison plot of fuel temperature results between the new and previous hypothetical accident conditions thermal models was provided, the discussion on the new models validity also should include comparisons with measurements, the reasons for differences in the results (i.e., reduction of bounding features) and a discussion of the computational analysis energy balance and residuals.

This information is needed to determine compliance with 10 CFR 71.35(a), 10 CFR 71.41(a), 10 CFR71.71(c)(1), and 10 CFR 71.73(c)(4).

Editorial comment: Temperature plots (e.g., contour plots) or corresponding figure titles that include the temperature unit (e.g., deg F) would aid future reviews.
