Background:

a. M-140 spent fuel shipping containers are used to transport naval spent nuclear fuel to the Naval Reactors Facility in Idaho. The M-140 shipping container is certified to meet the Type B packaging requirements for shipment of fissile and highly radioactive material in accordance with Title 10, Code of Federal Regulations, Part 71 (1 0CFR71 ).

Compliance to 10CFR71 is demonstrated through a safety analysis report for packaging (SARP).

b. The S3G-3 reactor core is installed in both MTS DANIEL WEBSTER (MTS 626) and MTS SAM RAYBURN (MTS 635). MTS 626 and 635 are scheduled for inactivation, with subsequent spent fuel removal and shipment to the Naval Reactors Facility using the M-140 shipping container. In the reference (a) letter, Naval Reactors forwarded a revision of the S3G-3 Spent Fuel in the M-140 SARP that incorporates the MTS cargo to the Nuclear Regulatory Commission (NRG) for review and concurrence. Naval Reactors, NRG, and Naval Nuclear Laboratory conducted a meeting to discuss initial NRG questions on the SARP revision, as documented in the reference (b) meeting summary. This meeting resolved many of the NRG questions, and resulted in one remaining question requiring disposition through a request for additional information.

NRG provided the request for additional information to Naval Reactors in a letter dated March 3, 2022 (Docket No. 71-9793; EPID No. L-2021-LLA-0154).
