Flynn Chief of Police March 16, 2023 VIA CERTIFIED MAIL U.S. Nuclear Regulatory Commission FOIA Officer Mailstop: TWFN-6 A60M Washington, DC 20555-0001 Re: Freedom of Information Act Request concerning Pilgrim Power Station I am writing to seek access to certain public records pursuant to the Freedom of Information Act, 5 U.S.C. §§ 552 et. seq.

("FOIA).

Specifically, I am requesting all correspondence, including but not limited to reports, letters, emails, forms, notes, or similar documentation between Holtec lnternational's Pilgrim Station (Plymouth, MA) and the Nuclear Regulatory Commission pertaining to discussions between Holtec International, or any subsidiary thereof, and the Town of Plymouth (MA) Police Department regarding Holtec lnternational's request to enter into a memorandum of understanding with the Town of Plymouth (MA) Police Department to provide emergency response to security incidents at the Pilgrim Station site between January 1, 2019 and the present.
