Description of Requested Records:
Documentation received by the NRC from Holtec dated 2021 to the present [March 16, 2023] on discussions with the Plymouth Police Department (PPD) on the Memorandum of Agreement (MOA) for an enhanced emergency response to their site and the PPD's decision not to engage in the MOA.

PART I.A -- FEES

We did not locate any agency records responsive to your request. Note: Agencies may treat three discrete categories of law enforcement and national security records as not subject to the FOIA ("exclusions"). See 5 U.S.C. 552(c). This is a standard notification given to all requesters; it should not be taken to mean that any excluded records do, or do not, exist.

PART I.D -- COMMENTS
This is response to your FOIA request received by the NRC on March 16, 2023. The request description above was revised per an email from the requester dated April 13, 2023.
We tasked the following NRC offices for responsive records: Office of Nuclear Security and Incident Response (NSIR),
Office of Nuclear Regulatory Research (RES), Office of Nuclear Material Safety and Safeguards (NMSS) as the lead for decommissioning oversight of Pilgrim, and the Region 1 office whose jurisdiction covers Massachusetts.
All of these offices had no responsive records to your request. However, we recommend contacting Holtec for the records.
