Update Regarding NCSU License Amendment Request for Vented Fueled Experiments

Dear Dr. Hawari:

The North Carolina State University (NCSU) holds U.S. Nuclear Regulatory Commission (NRC) Facility Operating License No. R-120 for the operation of the PULSTAR Research Reactor. By letter dated April 18, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22108A16), as supplemented by letters dated July 11, 2022 (ADAMS Accession No. ML22193A167) and March 13, 2023 (ADAMS Accession No. ML23075A056), NCSU requested an amendment to Facility Operating License No. R-120 for the NCSU PULSTAR research reactor under the provisions of Title 10 of the Code of Federal Regulations (10 CFR), Section 50.90 (10 CFR 50.90).

By letter dated August 15, 2022 (ADAMS Accession No. ML22227A183), the NRC staff informed NCSU that based on its current expected resources, and the time the NRC staff expected to need to complete and document its review of NCUSs license amendment request, as supplemented, the NRC staff was providing a date of May 15, 2023, by which it expected to complete its review and make a final determination on the license amendment request. As discussed during a teleconference with NCSU on April 17, 2023, based on the NRC staffs updated current expected resources, and additional time needed to complete and document its review, including its review of supplemental information submitted by NCSU on March 13, 2023, the NRC staff is providing a revised completion date of June 30, 2023, by which it expects to complete its review and make a final determination on the amendment request. However, this date could still change due to several factors including a need for further requests for additional information, unanticipated changes to the scope of the review, unsolicited supplements to the application for the amendment request, and others. If the forecasted date changes, the NRC staff will notify you in writing of the new date and an explanation of the reason for the change.
