VOGTLE ELECTRIC GENERATING PLANT PRESSURE AND TEMPERATURE LIMITS REPORTS By letter dated August 3,1995, Georgia Power Company (GPC) submitted draft Pressure and Temperature Limits Reports (PTLRs) for Vogtle Electric Generating Plant (VEGP) Units 1 and 2. The draft PTLRs were submitted in support of our proposed conversion of the existing VEGP Units 1 and 2 Technical Specifications (TS) to the improved TS based on NUREG-1431. In response to our August 3,1995, submittal, the NRC staff requested additional information which has necessitated a revision to our August 3,1995, submittal.

Enclosure 1 is a revised PTLR for Unit 1, and Enclosure 2 is a revised PTLR for Unit 2 in response to NRC staff concerns. In addition to the revised PTLRs, a revised markup of section 5.6.6 (page 5.0-21) of the proposed VEGP improved TS is included as Enclosure 3.

The revised markup of page 5.0-21 ensures that the first revision of the heatup and cooldown limits and/or power operated relief valve (PORV) setpoints after initial implementation of the PTLRs will be subject to prior NRC review and approval. Subsequent revisions will be made in accordance with NRC-approved methodology without prior NRC approval.

The enclosed proposed change modifying page 5.0-21 of our proposed conversion to the improved TS is consistent with thejustifications and significant hazards evaluations already provided by our letters dated May 1,1995,(LCV-0603) and December 21,1995 (LCV-0603-D).
