DECLARATION OF ARTHUR FRANK HIGLEY Under penalty of perjury, I, Arthur Frank Higley, declare as follows:

1. I am a civil engineer with extensive experience in nuclear power plant construction. I hold a Bachelor of Science in Civil Engineering from University of Florida. I was employed by Southern Nuclear in the position of ITAAC Project Manager at Vogtle 3 & 4 managing Civil, Mechanical and Protective Coating ITAACs for 19 months and as Structural Steel Field Engineer at Vogtle Unit 4 for three months. I was employed by Tennessee Valley Authority (TVA) as Lead Passive Civil/Mechanical/Engineer responsible for Watts Bar Unit 2 passive equipment and structure to ensure design specifications were met for operating license; prior held TVA position of Senior Qualified Civil Engineer to establish the base line for Watts Bar 2 Maintenance Rule and to confirm TVA's civil commitments for Watts Bar 2 operating license which included inspecting piping, structural steel, and concrete for degradation on Watts Bar 2 buildings including the shield building and containment vessel. A copy of my curriculum vitae is attached.
2. I am familiar with the Federal Register Notice for this proceeding (85 Fed. Reg.

8,031 (Feb. 12, 2020)) and the ITAAC Closure Notices referenced in the notice. I am also familiar with the NRCs requirements for ITAAC closure. And I have participated in activities related to ITAAC closure in my work as a civil engineer.

3. I assisted Nuclear Watch South in the preparation of the contentions submitted in Nuclear Watch South's Petition for Public Hearing filed April 20, 2020.
4. The factual statements in Nuclear Watch Souths contentions are true and correct to the best of my knowledge, and the statements of opinion are based on my best professional judgment.
