SECURITY PLAN REVIEW - REED COLLEGE In response to your Technical Assistance Request on the above subjtet we have completed our review of the " Physical Security Plan for Reed College Reactor Facility." submitted by letter dated November 10, 1903. Based on our evaluation, we have determined that the plan meets the requirements of 11 CFR 73.67(f) and (9) for the protection of Special Nuclear Material of low Strategic Significance. A Reculatory Malysis for the 'ecurity Plan is enclosed (En-closure 1).

Accordingly, we request that License No. R-112 be einended as set forth in Enclosure 2. Please inform the licensee that all previously sutaitted security We further request ccw:nttments that you provide are superseded this branch by(the cocattinents of this plan.SGFF) with a copy of your tran licensee on this matter.

It has been detemined that Enclosure 1 contains information of a type specified in10CFR2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such informa-tion is deemed to be comercial or financial inforr.ation within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.

It also refers to the discussions of our preliminary inspection findings held by the inspector with Dr. Marshall Cronyn and other members of the Reed College organization on tlay i 23, 1985 and a subsequent conversation with you on June 5, 1985. r Areas examined during this inspection included activities related to physical protection as described in the enclosed inspection report. k'ithin these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and other personnel, and observations by the inspector.

I am a volunteer member of Eugene PeaceWorks a non-profit-public organization

  • whose members are interested and concemed about the spread of Nuclear technology .

and waste in our state. We are currently organizing a public forum-In Eugene and will continue to organize other public forums on the state of the Nuclear industry in Oregon. One of our members found an-interesting recent (December 1991) article in our' local paper, the Register. Guard,. about a Nuclear. accident at an Experimental' <

Nuclear Facility at Reed College,' Portland, Oregon. Could you send copies _of any and all documents you have regarding this facility within 10 (ten) days. Would you_ also send a description (including _ map with location if available)? We will share this information with the public and make ourselves available for interviews with local news agencies concerning this issue of critical importance to all Oregonians.

We will also donate this material to our local public library.
