REVIEW 0F THE REED COLLEGE REACTOR FACILITY REVISED l
EMERGENCY PLAN (TAC NO. 90497) na 4
i In response to your request, the Emergency Preparedness and Environmental Health Physics Section (EP&EHP) has completed a review of the emergency plan change, Revision March 1996, to the Reed College's Reed Reactor Facility (RRF)
Emergency Plan, dated March 22, 1996.
Reed College submitted additional information by letter dated November 12, 1996 to respond to questions raised by the NRC staff. A telephone call between Reed College and the NRC occurred on December 9, 1996 to discuss some of the proposed changes. This evaluation is based on the Emergency Plan change, Revision March 1996, the letter of November 12, 1996 and the contents of the currently approved site emergency plan.
The March 1996 revision incorporates an improvement in the RRF telephone system, editorial, and administrative changes.
In addition to these changes, the gamma ray spectrometer has been moved from the Chemistry Building to the counting room by the reactor which is housed in the Psychology Building.
The 50.54 Task Group is looking into the question of handling, evaluating, and responding to 50.54 changes. The Group has recommended certain language to be included in the response to a licensee.
It recommends the following language to be included in the response to Reed College:

, Based on your determination that the changes do not decrease the overall effectiveness of your energency plan, and that it continues to meet the requirenents of Appendix E to part 50, NRC approval is not required.
Our initial review of these changes indicates then to be in accordance with 10 CFR 50.54(q).
Implementation of these changes will be subject to inspection to confirm that they did not decrease the overall effectiveness of your energency plan.
l In accordance with 10 CFR 2.790 of the Connission's regulations, a copy of the letter will be placed in the NRC Public Document Room.
This completes our efforts on TAC No. 90497.
