Reference:

Quad Cities Nuclear Power Station Docket Number 50-254, DPR-29. Unit One Docket Number 50-265, DPR-30. Unit Two Enclosed is Licensee Event Report (LER)97-015. Revision 1, for Quad Cities Nuclear Power Station.

This report is submitted as required by Code of Federal Regulations. Title 10, Part 50.73(a)(2)(i)(B) which states that the licensee shall report any operation or condition prohibited by the Plant's Technical Specifications.

The following commitments are made by this letter:

1. The Station is establishing a Review Board to monitor 10CFR50.59 evaluations. Among other things, the Review Board will address situations for which remediation of preparers and reviewers appears appropriate and establish cnteria for suspension ofquahfications. This will be completed by May 1,1998.
2. The Station will review the role of the Engineering Assurance Group (EAG)in tests of this nature by June 30.1948
3. A Class ! Leakage Test will be performed on Unit I prior to initial criticahty from the current shutdown.
4. As a part of the os erall Station improvement etTort. a specific Insenice Inspection (ISI) program upgra& is uninvay. This program upgrade will not only include the resolution of programmatic issues identified during a recent independent corporate assessment and an on going self assessment. but will also impros e the overall knowledge and Laderstanding of ASME Section XI requirements by the ISI engineers at the Station In particular.

familiarization training will be conducted on this LER and other instances of non-conservative code implementation that may be uncos ered during the on gomg ISI assessment.

This item is due September 1.1998.

5. The inspection required by Code Relief Request PR-02 of the Head Seal Leakage Detection \
