Report on Best Practices and Lessons Learned from Review of the Clinch River Nuclear Site Early Site Permit Application The enclosed lessons-learned assessment report of the Clinch River Nuclear Site Early Site Permit Application (ESPA) review was prepared by the U.S. Nuclear Regulatory Commission (NRC) staff. This assessment covers the staffs evaluation of all phases of the safety and environmental reviews, which were conducted between January 2017 and June 2019, and includes an introspective writeup of the best practices and lessons-learned over the course of the staffs review activities.
The enclosed report entitled, Best Practices and Lessons Learned from Review of the Clinch River Nuclear Site Early Site Permit Application, covers the pre-application interactions, application review aspects, high-level internal interactions (i.e., with management, the Advisory Committee on Reactor Safeguards, and the Commission), and external communications between the NRC and the applicant (Tennessee Valley Authority) up through the preparation for the mandatory hearing.
