OF PUBLIC MEETING TO DISCUSS THE DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR AN EARLY SITE PERMIT FOR THE CLINCH RIVER NUCLEAR SITE On June 5, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff conducted two public meetings in Kingston, Tennessee to present the preliminary findings of NUREG-2226, Environmental Impact Statement (EIS) for the Clinch River Nuclear Site Early Site Permit (ESP) - Draft Report for Comment, and to provide the public with an opportunity to comment on the draft EIS which was issued in April, 2018. The meeting was held at Noahs Event Venue, 1200 Ladd Landing Boulevard, Kingston, Tennessee.
During both public meetings, the NRC staff presented an overview of the draft EISs conclusions and the NRCs preliminary recommendation, which is that the ESP be issued. This preliminary recommendation is based on: (1) Tennessee Valley Authoritys (TVA) application, including the Environmental Report; (2) consultation with Federal, State, Tribal and local agencies; (3) the staffs consideration of comments received during the public scoping process; and (4) the assessments summarized in this EIS including the potential mitigation measures identified.
After each presentation, members of the public were invited to provide comments. Comments received were in both support and opposition of the ESP application.
Approximately 75 people attended the afternoon meeting, and approximately 40 attended the evening meeting. The participants included members of the NRC staff, members of the U.S.
Army Corps of Engineers staff, local government officials, staff from other federal and state agencies, representatives from TVA, members of the public, and representatives from the news media. In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted an open house one hour before each meeting. During the open house, the staff provided displays, brochures, and CD copies of the draft EIS.
