PEER REVIEW OF LLNL REPORT ON SHIPPING CONTAINER RESPONSE l l TO SEVERE HIGHWAY AND RAILROAD ACCIDENT CONDITIONS ;

! j This memorandum is in response to your request for a history of the subject l i peer review. The NRC need for the peer review dates back to early 1984 and j was confirmed at the December 10, 1984 status report meeting with NMS$ which r i
both you and John Davis attended. Since the LLNL work is intended to form the !
basis of NRC efforts to demonstrate (in the public arena) the capabilities of licensed shioping casks to withstand severe accidents, the actual and perceived l 1 independence of any peer review was considered a major objective. Peer review [
by a university group not intimately involved with the safety issues associated ,
with radioactive material transportation was considered to meet this objective. j l The Denver Research Institute (ORI), University of Denver, had shown interest f
- in previous NRC RFPs dealing with transportation of radioactive materials, i
. The University of Washington in St. Louis was known to have done work in the !
hazardous material transportation field for DOT. Both were infomed of the ;
details of NRC's efforts with Lt.NL and the intent to issue a grant to l i accomplish a peer review. The grant method of funding was selected to r further ensure independence. NPiSS has been aware of this process since last i i year and the subject was discussed at the May 1985 information exchange meeting i j between NRC and DOE (R. Cunningham in attendance) which was arranged by NMSS. l
, Botn universities responded with requests for federal assistance and, at one !
l time, both were considered as possible grant recipients. The technical panel l
- selected to consider the merits of the proposals included J. Cook, NHSS, and l q C. Belote and W. Lahs of RES. The panel detemined that DR1 was the better j of the two proposals. This selection, and the grant process, was justified I i before the Federal Assistance Board, whose recommendation you hate been asked to f j approve.
