Dear Mr. Fischer:

Enclosed is the first draft of the Denver Research Institution (DRI) peer review of the report entitled, "Shipping Container Response to Severe Highway and Railroad Accident Conditions." You'll note that although they judge the report to be technically sound, they are somewhat disconcerted by the number of mistakes found throughout the report and the lack of completeness of tables and figures. An LLNL documented check for these mistakes and omissions during the peer review process could have greatly reduced the DRI concerns.

As we have discussed LLNL funding in the amountI am planning to subinit

'of twenty-five a FY87 prog$25K),

thousand (ram brief requesting through our Division of Regulatory Applications. This funding would be provided to incorporate the appropriate peer review coments and corrections and to review the draf t summary report which I am preparing. After considering the DRI review, I would appreciate your confimation or coments on the adequacy of this proposed funding level and your thoughts on a schedule for producing a can' era ready NilREG/CR docursent.

I think you should give strong consideration to providing a prompt preliminary response to DRI. The outcome or plans to resolve the perceived technical anomaly should be addressed in this response.

I believe the LLNL report can be an extremely valuable piece of work if we don't "drop the ball" in working with the peer reviewers to produce a clear and readily defendable report.

Sincerely, William R. Lahs Risk Analysis Branch Division of Reactor System Safety cc: Dr. C. K. Chou DISTRIBUTION:
