Industrial Services Company (BISCO), a fire barrier penetration seal materials vendor / installer. Plant Systems Branch (SPLB) aided in the O! investigation by reviewing written reports of fire tests conducted by BISCO. On the basis of this review", SPLB did not find any apparent misrepresentation with regards to how the tests were conducted. This was documented in a memo of June 30, 1995, from Steven West, Chief, Fire Protection Section, NRR, to Rich Paul,

01 completed its investigation and produced a written report, dated December 14, 1995, which was submitted to SPLB for review. The report concluded that BISCO personnel did not deliberately make material false statements in their reporting of qualification testing for fire penetration seals. SPLB staff reviewed the 01 report and agreed with its conclusions and the bases for closure of the allegation. SPLB also independently reviewed the facts and concluded that there is no safety significance to the issue and closure is appropriate.

SPLB recomends, therefore, that the NRR allegation associated with its support of the O! investigation (NRR-94-A-0078) also be closed.
