ARB MEETING RE PENETRATION SEALS On 12/21, the ARB met to review a Region 111/01 referral regarding possible misrepresentations of the qualification fire test process followed by BISCO and its test laboratory.

During a September 1994 interview with a past president of BISCO (on a separate matter), RIII/01 learned that BISCO constructed fire test articles at -

its facility without QC supervision of the test laboratory. B1500 then shipped the articles to the lab, where the lab performed the fire test. BISCO

also helped the lab prepare the test report. Rill /01 is concerned that if this process was not documented in the test reports, the end users could be confused with respect to the independence of the qualification test.

During the ARB meeting, RIII/0! stated that there are no allegation of wrongdoing. But, they want NRR's read on whether or not there is a technical or regulatory problem with the process BISCO followed. RI!!/01 also stated that they have in their possession one B1500 report of a fire test that was conducted in accordance with the aforementioned process. RIII/0i stated that the test report and its cover letter appeared to properly document the testing process that was followed. Rill /01 will forward this report to SPLB for review. BISCO owns hundreds of fire test reports. The ARB, RIII/01, headquarters 01, and I agreed that SPLB should review a sampling of BISCO reports to ass' 'ssue. SPLB will work with RIII/01 to determine an appropriate si size and to obtain the reports from BISCO. If necessary RIII/01 will conduct interviews at the test laboratory to obtain a full understanding of the process.

I believe that the staff has previously reviewed 81500 test reports for tests that were conducted in accordance with the process described by the p~ast president of BISCO. We will search our records for documentation of our reviews of these reports.
