Records subject to the request that are described in the enclosed Appendices d, are being withheld in their entirety or in part under FOIA Exemptions and for the reasons set forth below pursuant to 5 U.S.C. 552(b) and 10 CFR 9.5(a) of NRC Regulations.

1. The wthheld information is property classifed pursuant to Executive Order 12356 (EXEMPTION 11
2. The withhead mformaton relates solely to the intemal personnel rules and procedures of NRC. (EXEMPTION 2)
3. The wthheld information is specifically exempted from public disclosure by statute md cated. (EXEMPTION 31 Section 141-145 of the Atome Energy Act which prohibits the drsclosure of Restncted Data or Formerly Restncted Data 142 U S C. 216121651.

Section 147 of the Atome Energy Act which prohibits the disclosure of Unclassifed Safeguards Information 142 U S C. 2167L

Declosure of predecisional informaton would tend to mhibit the open and frank enchange of ideas essential to the deliberative process.
