Dear Mr. Srush:

As you nay recall, a potential oroblem in the transport of significant quantities of strateoic special nuclear natorial (SSf!!!) in the commercial sector was the sub.iect of our recent phone conversation.

Specifically, Transnuclear, Inc., has informed ilRC that its carrier for the donestic transport of significant quantities of SStai, Tri-State tiotor Transit I Coopany, is withdrawing from this type of activity. Tri-State is the only carrier authorized to transport such naterial donestically. The last shipment which Tri-State has agreed to transport will take place this Spring. Although the licensee is actively exploring various alternatives, we are presently not aware of a satis-factory solution to this problem.

The above situation is brought to your attention as a matter of information because of its potent.ial inpact on U.S. export commitments. We understand that Transnuclear has contacted 00Crelative to this problem. IIRC is availabl6 to assist in the resolution of this matter and is interested in any views you may -

have.

1. Shipments f

Category 1 Surface Transportation As a result of Tri-State Motor Transport Company's decision to cease hauling Category I shipments of SSM there is no qualifed carrier for such shipments.

Transnuclear, Inc., the licensee for the export of Category I shipments, recently proposed alternatives for both near and long term solutions to this situation.

The near term approach involves arranging with Tri-State to continue operations for shipments pending in the next three to four months. In the long term, Transnuclear is proposing possible use of helicopters or exploring the possibility of arranging for surface transport by DOE on the domestic portion of these shipments.
